Advocate General Evgeni Tanchev thinks that a German rule excluding participation of non-nationals in the national championships, or allowing them to participate only ‘outside classification’ or ‘without classification’ and not letting them participate in the finals of races and contests, and excluding them from the award of national titles or from the standings, violates EU law.
